I've been using a topical DHT blocker on my face, with a green tea cream, I haven't really noticed any changes in my libido (then again, I haven't really had the chance to get aroused since I used the cream) but can it have an effect on my libido?

Sometimes, but not usually. Libido is complicated and it includes but is not limited to dopamine, estrogen and testosterone. DHT is a stronger form of testosterone. Some people lose all their libido from DHT blockers, but those few probably didn't have any dopamine, estrogen or non-DHT testosterone left. On the flipside I'm using a DHT blocker and my libido is still off the charts for other reasons.
Keep yourself in at least halfway decent health with a varied diet of whole foods, especially whole grains/nuts/beans/seeds for the B vitamins to make your other hormones and I doubt you'll have any issues.
Merlin has a good point too but I mean even if you accidentally used too much I still doubt you'd have any problems.

Reducing DHT may reduce libido
HOWEVER = you are applying a topical product to the
hair follicles on your face to reduce sebum production.
I doubt if amount absorbed would make much difference.
